Job Description

Transportation Overview  owns or leases various Transportation assets - pipelines, terminals, marine vessels, railcars and trucks - to provide strategic, timely and environmentally safe delivery and storage of crude oil, refined products and natural gas liquids to its refineries and to carry refined products to the market.   

Basic Purpose & Accountabilities: Own and manage the process hazards analysis (PHA) process for Transportation.    

Primary Functions & Responsibilities:

•  Facilitate PHA's to ensure layers of protection are adequate for new and existing facilities

•  Regulatory interpretation and application of Process Safety Management (PSM)

• Support the Auditing process

• Ensure transparent records of the risk analysis process are available

• Provide tracking and monthly reporting of PHA Action Items

Critical Skills/Leadership Criteria:

• Demonstrated leadership, interpersonal, and people management skills

• Extensive knowledge of risk analysis processes

• Extensive knowledge of the PSM regulations

• Extensive knowledge of Transportation operations and facilities

• Ability to represent Transportation risk reduction efforts to outside agencies and senior management

• Ability to access and manage risk

• Well developed networking and team building skills

• Open and receptive to influences and diversity of thought

• Ability to establish interdependence between Transportation and other Company functions

Desired Skills & Experience

Required Skills & Competencies

• Minimum of 5 years HSE or process engineering experience

• BS or MS in HSE or Sciences / Engineering related fields

• Proficiency in PHA Software

• This position requires up to 50% travel

Desirable Skills/Leadership Criteria:

• Certified PHA Facilitator

• Qualified LOPA Facilitator

• Has understanding of Transportation organization

• Is recognized as having broad understanding of HSE function

• Has a well-developed network inside & outside  

• Ability to present material, train and motivate

• Ability to lead multi-functional teams

• Practical experience in quality management systems

• Good written and oral communication skills
